Ratio Printer

The Ratio printer is the part of the LispPrinter that prints objects of type Ratio according to the Common Lisp Hyperspec. It uses the IntegerPrinter to print the numerator and the denominator of the ratio.

Exception:

When *PRINT-BASE* is 10, it prints #10r and calls IntegerPrinter with *PRINT-RADIX* turned off.
